Schienen-Control GmbH serves as both the regulatory authority for rail transport and the official arbitration body (NEB) for passenger rights in Austria.

As a regulatory authority, Schienen-Control monitors fair competition in the railway sector. It ensures that all railway companies have fair and affordable access to the rail network. In its role as an arbitration body, the Agency for Passenger Rights (apf) helps travelers resolve disputes with rail, bus, ship, or airline companies. It ensures that passengers can assert their rights quickly, free of charge, and without commission. The apf is a service of the Federal Ministry for Climate Action, Environment, Energy, Mobility, Innovation and Technology (BMK) and operates as a department within Schienen-Control GmbH.
